It may be worthwhile contacting the harbour master as they seem to have a lot of influence. let them know what your grievance is politely and see if they can help as they may withdraw his permissions to operate from that particular harbour.

hi pancho sorry to hear you havent got your deposit back mate .i know it dont help you but skippers like this one wiil hopefully go down the pan with the rest of the crap where they belong

is he a member of an association? many skippers are.

low and behold his website has disappeared but i can still find him on other attached websites but no mention of associations

I spoke to the harbor master and there is nothing he can really do about it but he did give me advice but i wont write it on here.
