If he does fixed spool reel fishing, I would highly recommend the 14 foot Abu Garcia Hellbender rod. Best price I know is from Veals mail order, they have a website too. For the reel to go with it, I would suggest a Daiwa Opus 5500.
I have used such a combination for over two years now completely trouble free.

Although the Penn powerstick pro is a cracking rod, not to sure about the surfmaster.
Personally I would go with the Abu Hellbender and Daiwa reel, but that just my choice.
