I would suggest any light carp rod capable of casting 3 oz weight giving him the feel of a beach caster but without the weight of a beach caster. That was the setup I used for my young un when he started. This would build up his confidence as well as reaching a fair to middling distance.
I myself use this setup when targeting flatties because of good bite indication.
Hope this helps

some good advice already given.i would tend to go with the spinning outfit ,a 11ft carp outfit for a 7 yr old ,unless tall for their age ,would be too much.you want them to enjoy the sport.so light rod set up.
ive a 7yr old girl, cant see her handling a 11ft carp rod and being comfortable fishing a few hrs with it.
but she will learn to fish.
