I don't quite understand why this has had such an adverse reaction. Measures to control the take of sea fish should benefit us in the long term, and, anyway, for the time being there is no restriction on anglers.
Even if there should be in future I imagine it would not impact on us that much, especially as most of us self-regulate what we keep anyway. Commercial fishing will be affected more, obviously. Enforcement would be difficult, but that's not a reason to do nothing: I doubt many here would disagree that the quality of fishing has steadily deteriorated over the years.
