Some areas require different baits. Some people swear by blueys over mackeral for ray hunting for example. Some people prefer fresh mackeral for rays/bass. The most obvious way to keep bait cost down is to dig it yourself of course but that's not always an option.

If people want loads of crabs in the portsmouth area then try near the concrete block on the eastern road. Where the wall is there are loads running about in the cracks ;) . Good place to get peeler crab also for the hounds :D

Nice going on the plaice, plenty of people try to catch them. But as you say very hit and miss especially Eastney. There is another opportunity to catch them at Lee-on-solent later in the year, my mate caught one in a club match at 2lb
