hi if you mean something like the c-tug (http://www.c-tug.com/) or the Eckla (http://cgi.ebay.co.uk/Eckla-Canoe-and-Kayak-Trolley_W0QQitemZ180457181156QQcmdZViewItemQQptZUK_Sporting_Goods_Canoeing_Kayaking_ET?hash=item2a04160fe4) then i dont see why it couldnt carry a small tender.
but the other type of trolley (http://cgi.ebay.co.uk/Ocean-Kayak-Launching-Trolley-Wheels_W0QQitemZ250564457361QQcmdZViewItemQQptZUK_CarsParts_Vehicles_BoatEquipment_Accessories_SM?hash=item3a56ce3391) wouldnt be much use as you would need to drill holes in the hull of your boat.

yeah sorry m8 my post is a bit awkward to read (havent figured out how to put URLs in post yet).
yeah i presume you only want to use them for launching/retrieving so your bog standard kayak wheels which work with tiedown/ratchet straps shouldnt have any problem carrying a small tender as long as its strapped on well.
i wouldnt advise using them to tow it though as they are not designed for road use.
