Is smoke normal for starting a new mariner 3.5hp ?

First time I pulled, it started and had a constant flow of water coming out, though did get abit smokey!, Is this because there wasent alot of petrol in there?, I only had it going about 30 secs-1min,

To strokes are normally smoky but you could have had the fuel mixture wrong (too much oil in the pertol) Better this than too little. On the other hand it could be old fuel.

If it's a two stroke, the run in period usually runs an oil rich mixture for the first ten hours and runs somewhat smokey.
The other fact that can create smoke is, if the engine is new or has been winterised the internals of the cylinder will have been given a good dose of rust inhibitting oil. This is burned off in the first 10-20 minutes running. Another fact to consider is, is everything you are referring to as smoke, in fact smoke? Modern outboards have water cooled exhaust systems resulting in water vapour exiting the exhaust port in addition to exhaust gasses.
If the excessive, (some is normal) smoke continues after an hours running, it may require further investigation.
