Im assuming you are using a whole sandeel, whole black lug & a large not quite king rag. Im assuming the top hook is twisted round the hook length & unsecured.

This works for me:

Thread LUG on first, feed and secure around the top hook, thread Sandeel with head and tail removed (tail first) onto bottom hook, and secure to the top hook (head end of sandeel) with the lug. Fill remaining bootom hook with a nice Rag(s), and if necessary, secure sandeel with some elastic.

A variation here is to wrap the sandeel in squid, which slows up the crabs.
