As a general rule, a harbour wall, pier or other structure, river estury, marina etc mullet like to be around.
Bait wise, small meps spinner with a small lump of rag can work, or harbour rag, floating bread crust (small!! it aint a carp), white floating fly has worked in the past for me.
Float tackle, carp rod is ideal, if you know what a waggler float is - go get some, they can help. A friend has had limited success on maggots, size 10 hook on light float gear...he a coarse fishermen aswell,, so mullet a natural step up for him.
Id suggest find the mullet first, watch them, then work out how you might catch one.
