Just wondering which rig is best for live bait or is it best to freeline them when off a peir?

Running ledger my mate, or cast out with just cast out with the weight and clip a long hook length onto the main line and let it run down with the livebait

Sorry to keep on but what is the best method to present the bait,I have been told to go up through the top lip and just knick it through the skin next to the dorsal fin.

You can take the hook through the mouth, out through the gills and into the flesh near the dorsal fin. but others have different methods
