Cant really comment on the beach side of things but in the days I night fished lakes and rivers, having a light on the bank seemed to make the fish reluctant to come close in.When betalight floats came along and you could see a bite while sitting in the dark(and keeping bankside disturbance to a minimum)in general you could get fish to come much closer.
Ledgering at range was not so much of a problem,but distance was limited when float fishing.
